GUNTUR DIVISION-A TRAILBLAZER

For anyone living north of the Vindhyas, the mention of a place called Guntur conjures up an image of a mofussil town somewhere in the lesser known parts of Andhra Pradesh.Contrary to all this, Guntur is a fairly large city which has traditionally been the education hub of Andhra Pradesh having a 60 year old Medical College, scores of engineering colleges and ‘n’ number of coaching institutes.Coupled with this, it is a commercial hub for tobacco, chillies and cotton.In fact, Indian Tobacco Board is headquartered in Guntur and chillies produced in Guntur District are sold all over the world.Guntur is adjacent to Vijayawada and is fast developing as a business centre.In order to strengthen the rail infrastructure of this region, this Division was formed on 1st April, 2003.It has a route kilometerage of 618.48 kms which has been carved out of three adjacent Divisions i.e. Vijayawada, Guntakal and Secunderabad.I had taken over as DRM in December, 2009.
Guntur Division is making rapid strides in all spheres of activity as may be seen from some of the performance parameters given below:

A. Overall Performance:

 

 

 

( i ) Gross Earnings have gone up from ` 258.72 crores in 2006-07 to ` 327.42 crores in 2010-11.This figure had gone down to ` 237.02 crores during 2008-09 but has constantly been increasing during the last two years.This increase has been to the tune of 38% in the last two years.

 

(ii) Passenger earnings have increased from`53.53crores in 2006-07 to ` 70.76 crores in 2010-11 which is an increase of 32%.Out of these, during the last two years, the increase has been to the tune of 18%.

 

 

 

 

 

 

 


 
(iii) Goods Earnings
have increased from ` 168.04 crores in 2008-09 to ` 245.9 crores in 2010-11 which is an increase of 46% in the last 2 years.

 

(iv) Originating loading has also picked up from 2.201 million tonnes in 2008-09 to 2.572 million tonnes in 2010-11 which is an increase of 17% in the last two years.This year’s target is 2.94 million tonnes which is likely to be exceeded.The main commodities loaded are cement (62%), food grains (23%) and other commodities (15%) like timber waste and cotton seed husk.  

 

 

With the commissioning of Vishnupuram-Janpahad line and with the commencement of production of Jindal Cement Plant, Nandyal, cement loading is likely to increase substantially in the near future.Inward traffic includes food grains, fertilizers, coal and steel pipes.Main unloading points are Narasaraopet, Guntur, Miryalaguda, Pondugula and Chityala.

 

  

(v) Punctuality is one of the major indicators ofperformance of a Division.As may be seen from the graph, the punctuality performance had come down in the year 2008-09 when it was 74% both for mail/express and passenger trains.              

This figure has constantly gone up over the last two years and corresponding figure for 2010-11 is 94% & 97& respectively.This has been possible due to concerted efforts put in by all officers and staff of the Division.This improvement is all the more appreciable since virtually the whole Division has single line working and a number of Civil Engineering works are going on requiring blocks & speed restrictions.These blocks are viewed as a long term investment for safety as well as punctuality rather a short term hindrance to day-to-day punctuality.


( vi) There is a constant upwards trend in Diesel utilization from 497 kms in 2006-07 to 595 kms in 2010-11 which is an increase of 20%.The increase for last two years has been 7%.

(vii) There has been constant decrease of 27% in the Wagon Turn Round from 1.5 in 2006-07 to 1.1 in 2010-11.Improvement in the last two years has been 8%.

 

 

B. Traffic facilities:Due to predominant single line working, there are several constraints to line capacity.To ease the situation, seven new crossing stations have been commissioned and work is on hand for another seven.Similarly, standard layouts have been commissioned at ten stations and work is in progress at six more stations.Another major improvement has been up-gradation of all loop lines on Nallapadu-Nandyal section from 15 kmph to 30 kmph w.e.f 15th August, 2011.This has contributed for smoother operations as well as improvement in punctuality.

C. Passenger amenities:

This Division has been trying to upgrade the passenger amenities by way of innovations as well as improvement of existing facilities.

Other Amenities:

¨A passenger lift has been provided at Guntur station which is highly patronized.

¨Luggage trolleys are available for the use of passengers at Guntur.

¨Coach indication boards are provided at all important stations.

¨There are 52 block stations and Un-reserved Ticketing System (UTS) has been provided at 49 stations out of which 32 have Passenger Reservation System (PRS) facility also.In addition to this, during the last one year, PRS facility has been opened at four Post Offices also.

D. Safety:
Pursuing the motto of “Safety first”, the Division is going ahead with measures to improve the safe running of trains.Track improvements are being given highest priority as indicated by the following performance indices:

 

(i) Elimination of Unmanned Level Crossing Gates was rather tardy a few years back.Only one unmanned level crossing gate was eliminated in the year 2008-09 whereas 41 unmanned level crossing gates were eliminated during 2010-11.

 

The entire track on the Division is having PSC sleepers with minimum 52 kg rail sections.




 

(ii) Track Renewal is being given utmost priority.In 2008-09, 23.76 kms CTR was done which has gone up to 52.74 kms during 2010-11.During the current year also 34.61 kms have already been done.




 

(iii) Through Weld Renewal was done for 12 kms in 2008-09 which came down to 6.9 kms in 2009-10 and went upto 27.42 kms in 2010-11.Welding is extremely important on this Division as most of the welds have outlived their life and cause weld failures.Mobile Flash Butt Welding has been successfully done on this Division in the last one year.



 

  Strengthening of 8 bridges has been done to make Nallapadu-Nandyal section fit for
  carrying 25 tonne axle loads.

  Data loggers have been provided at all stations and the information is being regularly
  monitored.

  Signalling throughout the Division is of multiple aspect LED signals.



(iv) Through Sleeper Renewal was 27 kms in 2007-08 which went down to 13.33 kms in 2008-09but has jumped to 57.1 kms in 2010-11 which is a 328% increase in the last two years.This has substantially contributed to improvement of safety of track.

 

 


(v) Safety Inspections are given lot of importance and the number has substantially increased in the last two years.Speed guns are being extensively used for checking over speeding

 

Direct interaction is done with the running/safety category staff at the level of DRM/Branch Officers.

Safety drives, ambush checks, special drives for various issues, counselling of staff/public, joints checks with RTO, film shows, slides/CDs for cinema halls, etc., are being used for improving safety awareness of staff/public.

E.Staff matters

¨To keep the morale of the staff high, staff matters are given due importance.

¨It is ensured that promotions are given on time.For this purpose, a selection calendar is made out every year and is scrupulously followed.

¨All staff of this Division have been supplied with xerox copies of their Service Record.This is the first of this kind on South Central Railway and has been widely appreciated by the staff/Unions.

¨Compassionate Grounds Appointment cases are being given top priority and the pendency period has come down substantially.This Division has also taken lead by voluntarily calling for pending CG cases of other Divisions for such of the families who would like to take appointment on Guntur Division.This has helped not only these families but also contributed to filling up of certain critical vacancies on the Division.

¨Rail Mahal is a very popular venue for the Railway employees to hold wedding/other functions.Since the climate of Guntur is extremely hot, there was a long pending demand to make this hall air-conditioned.This has recently been made air-conditioned which has been welcomed by all sections of Railway employee/Unions.

¨Excellent industrial relations are being maintained on the Division by holding regular Permanent Negotiating Machinery meetings as well as informal discussions.

¨As a novel item, an Electronic Notice Board has been provided in the DRM office for continuous display of information, photographs, etc., for the benefit of staff/public.


F.Other activitites:

The SCRWWO is an active body which carries a number of staff welfare activities throughout the year.They run Browsing Centre, Computer Training Centre and Homeopathic Clinic for the benefit of the staff and their families.They have arranged a number of medical camps such as, a Dental Checkup Camp, an Eye Camp, Blood Donation Camp and a Special Camp exclusively for women employees/their daughters for a thorough medical checkup.This Camp was helpful to a number of ladies who were diagnosed with diseases which were not even known to them.In addition to this, SCRWWO/Guntur organizes frequent Drawing/Painting, Essay writing, Rangoli & Cookery competitions both for the wives/wards of Railway men.This organization also distributes awards to women employees working under severe conditions especially for categories like Trackmen, Gatemen & Pointsmen etc.

 

All these activities of SCRWWO/Guntur help in bringing the Railway family together and strengthening the spirit of camaraderie amongst them.
