PM GatiShakti Workshop for Regional/Zonal officers of Ministry of Railways and Road Transport and Highways (MORTH)

With the objective of extending the outreach and usage of infrastructure planning o­n PM GatiShakti principles, a capacity building workshop was organised at Secunderabad, by Logistics Division of M/o Commerce & Industry, Govt of India, at Indian Railways Institute of Financial Management (IRIFM)Secunderabad for regional/zonal officers of M/0 Railways andM/o Road Transport and Highways. The focus was o­nplanning multimodal infrastructure connectivity and area-based approach for socio-economic development.

The event was inaugurated by Smt. Sumita Dawra, Special Secretary, M/o Commerce & Industry,Govt of India, alongwithSh. Arun Kumar Jain, General Manager, South Central Railway (SCR), Sh. Smt. K. Padmaja, Chief Transportation Planning Manager (CTPM), Smt. Chandrima Roy, Chief of Faculty, IRIFM, Sh. E. Srinivas, Joint Secretary, DPIIT (Logistics), Sh. Kamlesh Gosai, Executive Director, GatiShakti (Traffic), MoR along with Network Planning Group (NPG) members.

The meeting saw 80+ participantsincluding representatives from Central Ministries, Regional officers of MoRTH and MoR, officers from Road and Bridges Department, NH Divisions from Hyderabad, Kalwakurthy, Mahabubnagar, Warangal, and Karimnagar, Siddipet, Khammam, Jangaon, Perkit, Principal Head of Departments (PHoDs) of Railways and officers of Construction and Gati Shakti Units (GSUs) along with Network Planning Group (NPG) members and BISAG-N.

Context setting:

Setting the contextfor the workshop, Special Secretary spoke about significance of PM GatiShakti programme which is contributing to efficient planning of Next Generation Infrastructure, and promoting people-centric development. She highlighted the vision of Hon’ble PM to make India a developed Nation by 2047, for which infrastructure is a growth driver. Hon’ble PM launched the PM GatiShakti o­n 21 October 2021 with the aim of planning multimodal connectivity to economic cluster for logistics efficiency in movement of people and freight. Today, after about 2 years of usage of the PMGS, several use caseshave emerged from economic and social sectorsincluding road, railways, telecom, petroleum and natural gas, renewable energy, area-based planning, that showcase the strong benefits that PMGS has brought to planning infrastructure. Highlighting the benefits, she stated that it is an appropriate time for the usage to extend to field level more effectively, and the objective of the workshop was to have fruitful interaction o­n strengthening the usage.

Highlighting the benefits, she stated that using PMGS NMP,

§MoRhas planned 27,000 Km of Rail infrastructure Projects using NMP. Construction of new rail lines increased from 4 km per day to 12 km per day in 2023.

§MoRTH has panned 8,891 Km of Road Infrastructure Projects using NMP. Pre-alignmentpreparation is now done in 15 days, which earlier used to take as much as 6 months.

§The modification of alignment for NHAI projects such as planning ofIndo-Haldia Nepal border project has reduced the travel time from 18hrs to 7hrs. Thereby, also saving costs [at Rs 10 Cr-15 Cr per km wherever there is reduction in length], besides reducing carbon footprint.

§In planning the two-laning of National Highway in AP, from Eegalapenta to Dornala, use of PMGS has resulted in 20 percent reduction in length, saving of 50 percent travel time, for instance.

§Critical infrastructure gap projects catering to mines & minerals reserves, industry connectivity, port connectivity and high-density traffic network for a focussed intervention to maximize the impact of projects have been identified and three blanket programs namely (i) Energy and Mineral Corridor, (ii) High Density Green Field and Brown Field Traffic Network Corridor and (iii) Rail Sagar Program have been planned as part of gap identification. These corridors will improve logistics efficiency, increase tourism, enhance supply chain integration and make Indian goods globally competitive.


During the workshop, (i)best practices and use cases of PMGS, by various InfrastructureMinistries including M/o Road, Highway and Transport (MoRTH), M/o Railways (MoR) and M/o Ports, Shipping and Waterways (MoPSW) were presented, and (ii)BISAG-N demonstrated PMGS portal and highlighted about the various tools and modules that are facilitating holistic planning of Infrastructure.

Interactive discussions were held with Regional/ Zonal Officers, which provided the participants, an opportunity to understand the portal better and motivated the officers to use the platform in planning by identifying and addressing infrastructure and connectivity gaps using PMGS.

Building upon the vision of PM GatiShakti, and the outputs it has already showcased in the form of significant usage by both infrastructure and social sector Ministries/Departments, and also by States/UTs, Govt of India is further extending outreach of PMGS adoption to the district level and demonstrating how this platform can be utilised for comprehensive, holistic and integrated area development planningfor both EoDB and Ease of Living. Hence ensuring optimum saturation of infrastructure for every manufacturing cluster in the district, besides to schools, Anganwadi centres, tourist spots and other places of importance in the district.

With these reforms, quality and multimodal infrastructure is improving and hence, our logistics cost is going to reduce further in the days to come. This will have a positive impact o­n the goods made in India, o­n the competence of our products. Along with the logistics sector, there will be a lot of improvement in ease of living and ease of doing business.

This will facilitate greater integration into the global supply chains. The focus is o­n a cluster-based area approach to strengthening economic centers for EXIM, and gateway ports for the development of the regional economic corridor.

Hence, it is important that the PMGS is used for planning infrastructure at regional and zonal levels of infrastructure Ministries, which was the objective of organizing the workshop today for regional and zonal officers of two important infrastructure Ministries, namely, M/o Railways and MoRTH.

PM GatiShakti Background:

ØLast two years since the launch of the PM GatiShakti (PMGS) NMP, have seen significant progress made in mapping the data layers and usage by the infrastructure Ministries.


§Individual portals for Line Ministries and States/UTs, have been developed, providing visualization of the above-mentioned data layers to the users.

§In the last o­ne-year, in addition to infrastructure Ministries,social sectorMinistries have been o­nboarded to the PMGS-NMP, taking the total number of Deptts/Ministries of Govt of India that have mapped their assets o­n the GIS-enabled PMGS NMP to 43. Similarly, all 36 States/UTs have o­nboarded the PMGS NMP, taking the total GIS-data layers o­n NMP to more than 1400 layers.

§In 63 Network Planning Group meetings held in last 2 years, more than 128 big-ticket infrastructure projects, worth INR 12.36 Lakh Crores, have been examined o­n PMGS principles.

§Focusof PMGS NMP is o­n ensuring planning o­n area development approach leading to saturationof the area with adequate multimodal connectivity infrastructure and enhance last mile connectivity, to ease the movement of goods and people, promote right modal mix, contribute to economic & and social development, attract investments in that area, and to fulfil the objectives of people-centric development.

§The use of the platform has generated successful use cases across sectors such as urbantransport,tourism,roadways,railways,etc.,alongwiththebenefitstousers

Usage by M/o Railways:


§M/o Railways (MoR) has sanctioned Final Location Surveys (FLS) at eight times more speed with NMP compared to previous time; MoR identified and sanctioned 447 Final Location Survey (FLS) in FY ’22 compared to 57 in FY ’21.

§Planned over 27,000 kms o­n National Master Plan.

§Gati Shakti Units have also been created in all 68 divisions to percolate the PM Gati Shakti Plan down to the grassroots level.

§M/o Railway has also identified critical infrastructure gap projects using PM Gati Shakti NMP, catering to mines & minerals reserves, industry connectivity, port connectivity and high-density traffic network for a focussed intervention to maximize the impact of projects.

§Three blanket programs namely – (i)Energy and Mineral Corridor, (ii) High Density Traffic Network Corridor and (iii) Rail Sagar Program have been planned as part of gap identification projects

§192 Railway connectivity projects under Energy Corridorfor Energy, Minerals and Cement corridors worth over INR 5 lakhs Crores have also been identified o­n NMP in just o­ne month’s time.

§Network Planning Group has also evaluated High Traffic Density Routes (HTDR) program of M/o Railways o­n the principles of GatiShakti.

·M/o Railways in coordination with Ministry of Road Transport and Highways (MoRTH) are developing projects of road connectivity to over 2,000 GatiShakti goods sheds


Usage by MORTH:

§MoRTH has used PMGS for ground surveys, land records, and highway alignments, saving time and costs in projects; reduction in time taken for finalisation of alignment.

§Planned over 8,891 kms length of roads using NMP.

§Enhanced multimodal connectivity with economic, logistics and social nodes through these projects planned so far

§Resulted in savings in project costs and time taken for NHAI project alignment, by minimizinginterference with forests and railway lines for all projects

Identification of last mile connectivity projects:

ØFurther, using the NMP, 156 Infrastructure Gaps relating to first and last mile connectivity issues of major sectors of the economy, such as, Coal, Steel, Fertilizer, Ports, Food and Public Distribution, etc., have also been identified by concerned Ministries/Departments. These projects are extremely critical in terms of providing last mile connectivity to important EXIM gateways in the country.
