Parcel Handling and Transhipment licenses

Parcel traffic is dealt at the railway stations which are opened for such traffic. Loading and unloading of piecemeal parcels is done by Railways. Loading and unloading of full parcel vans requisitioned, is done by the party.  At present as per the comprehensive parcel leasing policy of Railways, Parcel Vans/luggage space in in SLRs are leased to private operators to accept, book, transport and deliver parcels by different trains.

Open tenders are generally called for leasing of VPs/SLRs by different trains to different destinations and the period of lease is for 5 (five) years. The interested parties may register themselves by paying the Registration fees of Rs.1,00,000/- to participate in VP tenders Rs. 50,000/- to participate in SLR tenders. Such registration is a continuous process .Only registered parties are allowed to participate in the tender process.

Railway Board has formulated a scheme to lease Parcel Cargo Express Trains with the private train operators planning their routes as per their choice on end-to-end round trip basis. The leasing is for a period of 6 (six) years. There shall be no escalation of advance leased freight during the contractual period on account of Budgetary or any other increase in the freight rates.For the first 3 (three) years there would be no escalation in lumpusm leased freight .An annual escalation of lumpsum leased at the rate of 10% per annum on the lumpsum leased freight of the immediate preceding year shall be applicable from the fourth year onwards.

The composition of each rake will be 15 VPs + 1 SLR for the first six months. Thereon, the composition is increased to 20 VP+ 1 SLR for rest of the contractual period.
