4(b)(i) Particulars of Organization, functions and duties

Personnel Department deals with the Establishment and Human Resource Management of S.C. Railway. The Chief Personnel Officer (CPO) is the head of the Personnel Department and monitors the working of the department.  He is assisted by Chief Personnel Officer/Industrial Relations, Deputy Chief Personnel Officers, Senior Personnel Officers and Assistant Personnel Officers.  Further down below in the hierarchy are Office Superintendents, Staff & Welfare Inspectors, Ministerial/Clerical and other support staff.

    4(b)(vi) Statement of the  categories of documents  held by it or under its control

    The following is the list of documents/files held pertaining to the subjects dealt in Headquarters:

    1.    Personnel & Establishment matters of Gazetted Officers,  Non-Gazetted officials viz., Recruitment, Appointments, Training, Legal, Welfare, Pensionary matters, Manpower Planning, Disciplinary, Compensation matters working in Headquarters. 

    2.    Service Registers, Leave charts, Reservation Rosters, etc. of Non-Gazetted officials working in Headquarters.

    3.  Dealing of representations from different agencies/bodies like PMO, MR/MSRs office, DOP, DPG, CA-iii, Parliament Questions, MPs/ MLAs/MLCs, various pressure groups, unions, etc.

    Permanent Negotiation Machinery(PNM):

    With the object of maintaining contact with labour and resolving disputes and differences which may arise between them and the administration, through the process of negotiation, a machinery known as the Permanent Negotiating Machinery (PNM) has been set up in Railways
