Three Railway Protection Force (RPF) Officials of South Central Railway Sri S. R. Gandhi, Sr. Divisional Security Commissioner (Sr. DSC), Secunderabad, Sri K. Madhusudhan, Inspector, Khammam Post and Sri S. Pavan Singh, Inspector, Internal Vigilance Group, Headquarters, Rail Nilayam are bestowed with the prestigious Indian Police Medal on the occasion of Republic Day-2021.
Shri Gajanan Mallya, General Manager, SCR complimented the awardees for their achievement which brought laurels to the Organization. He stated that all the three officials have been serving the zone with utmost dedication and devotion to the duty. He called up on the staff to emulate the achievers for earning recognition with excellence in service.
1. Sri S.R. Gandhi, working as Senior Divisional Security Commissioner, Secunderabad is an upright and highly conscientious officer with 19 years of exemplary service. He has served in highly Naxal affected and crime prone divisions like Dhanbad and Mughalsarai and has taken very strong action against coal mafia, robbery gangs and demolished unauthorized den of notorious criminals existed for more than 50 years in Mughalsarai yard. His prompt action after the bomb blast in Chennai Central Station on 01.05.2014 saved many lives of seriously injured passengers. As Sr.DSC/Vijayawada, his perfect crowd control planning and execution ensured safety and security of more than 65 lakh passengers during the Godavari Maha Pushkaram-2015 and Krishna Pushkaram–2016. His systematic crime analysis, creation of database of notorious criminals and innovative ideas and proactive approach resulted in precise operations and apprehension of 26 notorious interstate criminals belonging to the states of Haryana, Uttar Pradesh, Bihar, Tamilnadu & Andhra Pradesh who indulged in high value theft cases and dacoity with the record recovery of stolen property worth more than Rs. 3 Crores. Sensational crime detections by RPF, Vijayawada fetched ‘Award for Best Crime Detection’ by DGP, Andhra Pradesh. His coordinated and planned action with Chennai Police resulted in arrest of 2 criminals who had stolen gold ornaments of value Rs. 4.5 crores in Chennai and escaped in train. Under his stewardship, RPF, Vijayawada nabbed 588 criminals indulged in theft of passenger belongings, robbery and Ganja smugglers in 2015 to 2018.
His innovative preventive steps decreased the run over deaths in Mumbai sub-urban section by 11% and the injuries by 13%. He established RPF Monsoon Help Desks for Divyangjan and Senior citizens which helped safe boarding and de-boarding of 3,612 needy passengers during heavy monsoon season. With his able guidance, RPF special team of Mumbai division arrested 18 notorious criminals indulged in theft of booked consignments with recovery of stolen property valued Rs.13.2 lakh. He made perfect security arrangements for the first Shramik special train in the country and played vital role in transporting 1,77,808 migrant labourers in 134 special trains from Secunderabad division.
He leveraged technology as force multiplier to ensure security in Railways. First time in Indian Railways, RPF, Vijayawada division used fingerprint based criminal identification devices to fetch information from digital database of more than 10 lakh criminals maintained by Andhra Pradesh & Telangana Police. He is the pioneer in digitizing the data pertaining to 900 criminals indulged in theft of railway properties and touting of railway tickets which helps to detect them anywhere using the biometric matching.
2. Sri K. Madhusudan, Inspector/Khammam Post in his 25 years of service has carved a name for himself in crime detection, champion of Child rights with presentation of Seminars, Workshop in South-India level/UN, rescued 29 children who were subjected to Child trafficking, articulated Virtuous Oratory skills in Human Rights Debate Competition organized by NHRC in years 2013, 2014, 2016, 2018 at National level. He has detected and booked total 108 RP(UP)Act cases with recovery of stolen Railway property worth more than Rs.30,00,000/-, arrested notorious criminals. He conducted various philanthropic activities by organizing Blood donation camp for Thalassemia suffering children, 2K RUN etc.
3. Shri S. Pavan Singh is working as Inspector/Internal Vigilance Group/HQrs/ Rail Nilayam. He conducted regular preventive checks conducted to curb illegal activities brought to book some errant staff. He is also looking after the charge of Inspector/Special Intelligence Branch/HQrs and smoothly handled the situation during the CAA/NRC agitations and the current Covid-19 pandemic. He has put-up 22 years of un-blemished service and rendered his work effectively in various Posts/Out Posts in states of Telangana, Karnataka & Maharashtra.
