PR No. 369 - South Central Railway RPF Holds “Capacity building and Sensitization Workshop in Anti Human Trafficking For Key Railway Personnel’s”

South Central Railway Protection Force (RPF) has conducted an awareness program o­n Capacity Building and Sensitization Workshop in Anti Human Trafficking for key Railway Personnel o­n 16th July. 2022 at Rail Nilayam auditorium, Secunderabad with the association of Indira Gandhi National Open University (IGNOU). More than 150 constables, Commissioners and Assistant Commissioners of Security participated in the program.

Delivering the key note address Shri Raja Ram, IG-Principal Chief Security Commissioner, South Central Railway has stated that Indira Gandhi National Open University came into existence by the act of the parliament as a resilient, responsive, innovative and flexible institution. It evolved in a very complex socio-economic and political environment as a vastly organized, vibrant and dynamic system, endowed with capabilities of bringing high quality education to millions at low cost. It has therefore led a silent revolution in expanding and providing higher education to millions of people. It has evolved to meet emerging societal needs and has a larger socio-economic relevance.

Shri Raja Ram also stated that, Of late it is integrating vocational education with or skill based education with higher education to promote the educational wellbeing of the community. Today it has designed a number of need based programmes which relate to society and life and continuing professional development .like the o­ne we are discussing today, certificate in Human rights and Anti human trafficking, these programmes will add new dimension and enriched the professional growth of the primary stake holders in the Railways such as Station Master/Station superintendent people directly coming in contact with TTE/TC, RPF/GRP and other commercial and technical Railway station.

He further added that there is evidence of a need within the community for the proposed course of study. we therefore consider this an opportunity and encourage all our primary stake holders such as RPF constables and police officials of South Central Railway to take up these programmes (certificate in human rights and anti-human trafficking)

Reflecting o­n the role of IGNOU he stated that it is indeed playing a democratic role for creating good citizenship by spreading public awareness through its educational support.

Indian Railways is o­ne of the largest Railway Networks in the world. It runs 12,000 passenger trains per day connecting about 8,000 stations spread across the continent. o­n any given day around 2.3croer people travel through Railways. Another significant number of people access Railway station for various purposes. In this population a large chunk of them are children accessing railway network to reach cities with a hope to find a better life.

On the other hand traffickers also use means of Railways for trafficking children for labor, sexual exploitation etc. to meet their self-interest; as a result children fall into the wrong hands.

There is therefore a strong need to address this issue of preventing and protecting the rights of the Children and other Human beings.

Indira Gandhi National Open University is extending educational support to spread awareness among the primary stake holders, the RPF of South Central Railway says Dr P.M.Sowjnaya.

Taking the size of the population and the level of exploitation in society in general and railway platforms in particular, Dr P.M. Sowjanya Assistant Regional Director was scrupulous to say that, nothing but a formal education in the field of human rights can carry the message of rights based justice and governance under rule of law to all those who are affected or likely to be affected therefore there is a separate need for rights education.

These programmes will certainly help them to understand the various contours of Human Trafficking, since trafficking is an organized crime, there is a need to handle it in a professional method, undeniably along with it is the thorough understanding of the rehabilitation schemes for the victims.

These programmes will certainly prepare the primary stake holders to be well informed professionals, particularly those working, in the government agencies civil society, civil society organizations etc.

An in-depthless of human trafficking and the ways for prevention and rehabilitation and re integration are some of the important aspects you will be learning in these programmes said Dr Sowjnaya

She concluded saying that this is o­nly the beginning, in addition to large scale awareness campaign which will be launched ASAP.IGNOU will be extending educational support to the Railway personal.
