FOREWORD

Safety is the paramount responsibility of each and every Railway employee. Individual executive and technical departments look after and are accountable for safety within their own departments. The Safety department assists the management in monitoring the implementation of safety measures on the Railways and in developing strategies to improve the safety record. The department keeps a vigil over the safe transportation of men and material to detect lacunae in working, conducts inspections to determine if the rules and procedures governing the running of trains are being followed, and maintains liaison with all departments concerned with train operations. The safety department also gets inquiries conducted into accidents and monitors the follow up action that results from such inquiries.

 

Safety consciousness amongst Railway employee is promoted through man to man counseling, safety circulars, safety seminars and safety drives. The Public is made more aware of their role in improving Railway Safety through distribution of posters and pamphlets, plays, advertisements in the local media, cinema slides etc.

 

Regular reviews of the rules and systems of working are conducted with a view to improving safety and efficiency. Safety Inspection and for that matter all inspections are to be conducted meaningfully and diligently not only to detect the shortcomings and failures at the individual levels but more importantly at the system and procedure level. Continuous introduction of new technologies in all fields connected with train running viz. Track, Loco, Signaling, OHE etc. calls for up gradation of knowledge and procedures. Inspecting officials can play very important role in this regard.

 

At divisional level, Senior Divisional Safety officer heads the Safety wing, reports to DRM, assisted by 5 safety counselors and one TI/safety.

At Head Quarters level, safety organisation is headed by Principal Chief Safety officer, who directly reports to General Manager. PCSO is assisted by five Dy. Chief Safety officers, one each drawn from five major disciplines viz. Traffic, Civil, Mechanical, Electrical and Signal & Telecommunication Departments.

Safety Audits:

     Apart from regular inspections at stations /Crew Booking Lobbies /Crew Rest Rooms by officers and supervisors of the division, Safety Audit inspections is also being conducted at major stations /Crew Booking Lobbies /Crew Rest Rooms by Joint inspection of JAG officers of the division, other divisions Safety organization of the zone and High level safety team from Head quarters consisting committee of SAG Officers.

 

    The irregularities noticed by Officers/safety teams during the safety audit inspection conducted at stations will be forwarded to concerned departments and necessary compliance action is being initiated.

9.HQ Safety team consisting of PCSO and HODs conducted audit inspection at KCG & MJF stations on 11th & 12th of November 2020.

Other activities of Safety Branch:

Counseling of the staff by safety counselors:

Safety Counsellors are regularly visiting the stations and other activity centers and also counseling the staff. A total of 3472 staff have been counseled up to January, 2021 by Safety Counselors oftheDivisionviz.SFC/Tfc, SFC/C&W, SFC/LOCO, SFC/Engg. and SFC/S&T by visiting stations, manned LC gates ofTraffic & Engineering and other activity centers.

Fire fighting class:

Firefighting classes and demonstrations conducted during refresher course at Area TrainingCentre /Kacheguda.

Schedule of Surprise Night Inspections: The Schedule of Monthly Surprise Night Inspections onthis division is being circulated every month to all BOs / Supervisors.During the year 2020-21, up to January-21, total of 1282 surprise Night Inspections were conducted by Officers and Inspectors.

Monitoring of Crew: Loco Pilots/Asst. Loco PilotsandGuardswere subjectedto Breathalyzer tests notonly at the time of signing on, but also at the time of signing off at Crew booking Lobbies atNZB, KCG& KRNTbesides enroute checking to detect drunken driving. For effective counseling 12 CLIs were posted.

Ambush Checks: During the year 2020-21, up to January 2020, total 139 Ambush checks have been conducted along with RTA officials at various manned level crossings. About 1040road users were counseled during the checks.

Disaster Management: Disaster Management boards having phone numbers of district authorities was displayed at all stations.

Gradation: Gradation of all Safety Category Staff was evaluated as per the stipulated guidelines of Railway Board. Continuous monitoring is being done by Officers/Supervisors to upgrade the staff categorized as B,C&D.

Action plan to curb accidents

The following steps are taken in order to reduce accidents on the division.

1.Intensive counseling of staff.

2.Conducting Safety Seminars.

3.Launching Safety Drives.

4.Issuing Safety Circulars and General Circulars.

5.Issuing Safety Literature (Safety Posters, Fly Leaf, Bulletins etc.)

6.Framing Rule of the month for the benefit of the staff.

7.Conducting Night Surprise Inspections.

8.Public awareness campaign.

9.Monitoring of Refresher Course & Periodical Medical Examination.

10.Conducting weekly Safety meeting with DRM, ADRM & Branch Officers, discussing all the safety related issues. The deficiencies pointed out during the meeting / action required to implement the safety measures are monitored and compliance is ensured.

11.Conducting CLIs & TIs meeting with DRMs to know about the problems facing by LP/ALPs.

12.Conducting safety audit inspections by divisional JA grade officers at major stations and activity centers.

13.Conducting Mock drills.

14.Conducting ambush checks throughout the division.

15.Issuing of Pamphlet on Prevention of Fire Accidents.


Joint Technical Mock Exercise conducted by HYB Division along with

NDRF-10th  BN/Guntur at BMO Station on 13.02.2021

vAs per the instructions of Railway Board a full scale Technical Mock exercise has been conducted with the NDRF team at BMO station on 13.02.2021 in order to improve the efficiency and alertness of the staff and meeting the challenges during the Accidents.

Safety Seminars : To inculcate Safety consciousness among Railway Staff:

Safety Seminars were conductedinthedivisionduringtheyear2019-20 & 2020-21 at KRNT station, NZB Station, ATC/KCG and at KCG station on various safety subjects.

vIn view of International Level Crossing Awareness week, a seminar was conducted on “Gate working rules” at KRNT on 31.5.19. Sr.DSO, ADEN/KRNT, SSE/PW/KRNT, TI/KCG have participated and addressed in the seminar. About 30 members staff including SM’s, Points men, Trackmen & Gatemen have participated in the seminar. 

       

vIn view of International Level Crossing Awareness Day(ILCAD), a seminar was conducted on “Safety at Level crossings” at KCG on 06.06.2019. ADRM/Infra, Sr.DSO, Sr.DME, ADEN/KCG, SSE/PW/KCG, TI/KCG have participated and addressed in the seminar. About 100 members staff including  SM’s, oints men, Trackmen & Gatemen have participated in the seminar. 

vConducted Safety Seminars on “Prevention of SPAD” at NZB and KCG. Sr DME , Sr DSO & Dy CME/HQ addressed the gathering of  LPs, ALPs, CLIs & Guards. 65 LPs, ALPs, CLIs & Guards Staff attended.            

vSafety Seminar was Conducted on 12.12.2019 at NZB about “Prevention of SPAD”.  Sr.DSO, Sr.DME  and ADME addressed the gathering. 50  LPs, ALPs, CLIs have attended the seminar and psychologist  from Brahma kumaris organization also participated and explained about the stress relieving techniques.

vFamily counseling seminar conducted at KCG for running staff on 30.01.2020, on role of family members in discharging the LP/ALP duties safely and  on SPAD prevention.

vSafety Seminar cum interactive session was Conducted on 27.02.2020 at ATC/KCG on “Unusual incidents & Yard derailments.  Dy.CSO/Traffic, Instructor incharge/ATC/KCG and instructors  addressed the gathering.

vSafety Seminar conducted at DLS/MLY & ECS/MLY on “Shunting precautions and cab changing procedures” on 22.05.2020.

vSafety Seminar conducted at MBNR on “Prevention of LC gate open cases” on 09.06.2020.

vSafety Seminar conducted at DLS/MLY on “Prevention of Fire Accidents, wrongly setting of points, prevention of yard derailments, Securing and shunting precautions” on 28.11.2020.

vSafety Seminar conducted at CCC/KCG lobby on “Foggy weather and winter precautions” on 03.12.2020.

Safety propaganda to promote safety consciousness among the Public/Passengers is done   through,  a) Display of posters & banners, Hoardings at Stations and LCs and b) distribution of pamphlets at LCs, villages nearby, and at Toll gates on the highway.

To create awareness among the Road users/Public, 10,00,00,000 SMSs were sent, 12,000 Pamphlets have been distributed at level crossings, Bus stands, Auto stands, villages etc. and 3,000 road users were counseled not to pressurize the gatemen to open the gate before passing the train. 

Observed  International Level Crossing Awareness Day on 11.06.2020 to spread awareness among road users to avoid serious accidents at level crossings.
