4(b)(i)Particulars of Organization, functions and duties:
The Commercial Department of Secunderabad Division, located in the 1stFloor, Sanchalan Bhavan, Secunderabad deals with all aspects of passenger ticketing, booking, dispatch, receipt and delivery of goods and parcels, Catering and provision of other facilities like Waiting rooms/Retiring rooms, Parking of two wheeler/four wheeler, enquiry facility for informing the passengersabout arrival/departures, status of reserved passengers, ticket checking andattending to the passengers immediately in the event of any eventuality, redressing the complaints of the passengers/rail users.Disposing the representations of various interested groups/elected representatives, organizing various consultative committees, conducting interactive sessions for striking balance between the requirement of various groups and providing as many facilities as possible etc.,
The actual strength of the Department is 1968 (as on 1st August 2012).
ORGANIZATION:
The Commercial Department of Secunderabad Division is headed by Senior Divisional Commercial Manager who is assisted by two Divisional Commercial Managers and three Assistant Commercial Managers.
FUNCTIONS AND DUTIES OF COMMERCIAL DEPARTMENT:
The activities undertaken by the Commercial Department are as follows:
·Ticketing – unreserved and reserved.
·Booking of special coaches and special trains.
·Automatic Ticket Vending Machines (ATVMs)
·Awarding of halts, Janasadharan Ticket Booking Sevaks (JTBS), Rail Travel Service Agencies (RTSAs),
·Issuance of various concessions to various eligible passengers.
·Booking, carriage and delivery of goods and parcels
·Awarding of parking contracts of two wheeler/four wheeler.
·Redressing the complaints of the passengers/rail users
·Enquiry facility for informing the passengersabout arrival/departures, current status of the waitlisted passengers.
·Ticket checking, attending to the passengers by the reserved coaches and also attending to the needs of the passengers immediately in the event of any eventuality.
·Provision of Catering and other facilities like Waiting rooms/Retiring rooms
·Disposing the representations of various interested groups/elected representatives
·Organizing various consultative committees and conducting meetings, conducting interactive sessions for striking balance between the requirement of various groups and providing as many facilities as possible etc.
4(b)(ii)Power and duties of officers and employees:
Powers:Powers to carry out these functions are further delegated through Board’s instructions issued from time to time and delegation of powers through Schedule of Powers (SOPs) from GM to Officers down the line in hierarchy.
Duties:The various functions and duties described at 4 (b) (i) are carried out by Officers (Gr. A & B) and staff group C & D (through staff deployed at various stations as well as in the office) as per the instructions contained in Indian Railway Commercial Code, Indian Railway Commercial Manual Vol. I & II, various Tariffs/Tables, Through Rate Circulars, Summary of other Railway Circulars, Commercial Circulars etc.,
The Group ‘C’ staff initiates the work, the concerned Supervisor checks it and forwards to the competent authority (Group ‘B’ /Group ‘A’ Officer) as per the powers delegated o them in ‘SOP. The competent authority takes a decision on sanctioning or approving a work under his powers allotted and as per merits of the case.
4(b)(iii)Procedure followed in the decision making process including channels of supervision and accountability:
Staff deployed at various stations, trained suitably for the post in which they are employed (viz. commercial clerks, enquiry cum reservation clerks, ticket checking, catering) execute the day to day work.
The procedure followed in decision making process (while carrying out the functions as described in 4 (b) (i) ) starts from supervisory level (Gr.C) through a system of internal noting, bringing out various facts and figures with relevant rules, codal provision, and other extant instructions.The notings are sent to higher levels and decisions are taken by the authority to whom powers are delegated as per SOPs.

4(b)(iv)Norms set for the discharge of functions:
Every employee/officer of the hierarchy is given duties within the framework of duties described in 4 (b) (i).For discharging of function following norms are available.

2)THE RAILWAY SERVICES (CONDUCT) RULES, 1966.

Stations/sidings maintain the basic records.Majority of the stations have Unreserved Ticketing System (UTS) and important stations, few out locations, selected few post offices have passenger reservation system (PRS)with centralized servers separately for UTS and PRS, both located in Secunderabad.Similarly, the goods’ working also is networked through Freight Operations Information System (FOIS).
The Commercial branch maintains all the records pertaining to various contracts awarded by the department and other correspondence.
4(b)(vii)The particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policies or implementation there of:
The Commercial department is responsible for providing various amenities/facilities to the rail users.The public, to be precise, comes to the railways either to travel or to dispatch their goods.As such, their aspirations could be different from the availability and may seek a still better facility than that was provided.The public may give representation/suggestions for upkeep/up gradation of the facilities provided.As such, the representations/suggestions are certainly given a consideration and provided wherever feasible.Various consultative committees (Station Consultative Committee, Divisional Consultative Committee, Zonal Consultative Committee) are such groups of public which are constituted and the points raised/put forward in the interactive sessions held are vied and wherever feasible their suggestions are agreed and implemented.Thus, public representations are given to consideration.
