Environment and Housekeeping Management Wing

Brief History:

Environment and Housekeeping Management Wing (EnHM) is a part of Mechanical Department and is in operation since 02.09.2016 with a mission to improve the cleanness and housekeeping of railway stations, coaches and implementation of Environmental related regulations in the Railway establishments. Prior to taking over by EnHM wing, theses activities were in control of Medical and Mechanical departments.

Professional Expertise:

This wing is headed by Sr.DEnHM and assisted by ADMM/EnHM under the able guidance of Divisional Railway Manager & Addl. Divisional Railway Manager/Operations.
Supervisors: One Senior Section Engineer, fourteen Chief Health Inspector and eight ministerial staff.

Activities:

EnHM wing was initiated as a directive body for cleanliness and Environment protection for all the establishment of Railways is our area of operations.

EnHM Wing is responsible to enhance and sustain the cleanliness standards in Railway stations and coaches by outsourcing through Comprehensive Mechanized Cleaning Contracts (CMCC), On board Housekeeping Contracts (OBHS), Clean Train station Contracts (CTS) and Linen Distribution Contracts (LD).

Mechanized cleaning at stations

One ‘A1’ (NSG 2), 13 ‘A’ (NSG 3) category stations and 12 ‘B’ (NSG 4/5) category stations of BZA Division are under EnHM Wing.

Presently Vijayawada (BZA/NSG-2), Nellore (NLR/NSG-3), Rajahmundry (RJY/NSG-3) Railway stations are covered by outsourcing through mechanized cleaning contracts.

19 other stations in this division are also covered by outsourcing through mechanized cleaning contracts duly grouping under Cluster-A (10) & Cluster-B (9) groups. In these contracts rag picking up to home signal in all track directions is included

Cleanliness in coaches

77 trains (900 coaches per day) enroute/terminal trains are covered by Outsourcing through ‘Clean Train Station’ (CTS) for cleaning at platform during their halt time, spraying of deodorants in toilets/coaches and collection of garbage from dustbins.

On Board Housekeeping (OBHS)

Initially 8 train pairs are covered by outsourcing through ‘On Board Housekeeping Services’ (OBHS) for cleaning, spraying of deodorants in toilets/coaches and collection of garbage from dustbins. But due to latest cost reduction guide lines, this provision is restricted to long distance trains only.

Linen Distribution (LD)

ØInitially 15 trains are covered by outsourcing through ‘Lenin Distribution’ (LD) for distribution of bedrolls, napkins, blankets in AC Coaches.

ØBut due to lockdown on account of COVID-19 containment, all the regular trains services were remain cancelled and no instructions for re-provision of the service on the trains yet.

Other activities

EnHM Wing is also the Nodal authority to conduct the activities related to SWACCH RAIL- SWACCH BHARATH, WORLD ENVIRONMENT DAY and all other activities.

Conducting awareness campaigns related to CLEAN and GREEN in areas controlled by Railways.

Conducting Anti-Littering drives, nukkad Nataks etc.

Monitoring the Swachhtha activities as per year long action plan given by Head quarters.

Achievements

During the years 2017 & 2018, Out of 75 A-1 category stations in Indian Railways, Vijayawada (BZA) Railway station was awarded with 4th rank consecutively during the Swachh Rail- Swachh Bharat surveys conducted by Quality Council of India among 407 A1 & A category railway stations in Indian Railways. Out of 13 A- category stations in BZA division, 9 stations were ranked in top 75 stations in the above survey. NLR (16), GDR (24), EE (37), BVRM (44), SLO (46), OGL (50), CLX (51), TUNI (52), TEL (69).

In the year 2019, 720 Railway stations are categorized in to Non-Sub urban (NSG) groups I.e., NSG-1, NSG-2, NSG-3, NSG-4 to 6. Even after categorization, during the Swachh Rail- Swachh Bharat surveys conducted by Quality Council of India among 720 stations in Indian Railways, BZA station ranked at 7th place but retained its 4th place amongst its NSG-2 stations category.

Vijayawada is the only station ranked in Top 10 in the entire Southern Region of Indian Railways.

Few other stations over the Division have also obtained remarkable rankings with continual improvement in an efficient manner.

Vijayawada railway station has been awarded with GOLD rating by the IGBC (Indian Green Building Council) Green Railway Stations Rating system in the month of March-2019. The rating system is comprehensive and includes audits conducted on Energy, water, passenger facilities provided, methods adopted on disposal of waste, Health and sanitation. The rating includes elements of ISO 14001 also.

Vijayawada (BZA) Railway station has obtained ISO-14001:2015 as per the orders of Railway Board in accordance of NGT directives. It confirms that the environmental parameters i.e., Air, noise, water, DG stack measurements, stack emission are well within the stipulated measurements at this station.

Further, 19 Railway stations identified by NGT selectively, were also processed and successfully obtained ISO-14001:2015 within the target date by 31.03.2020.

Swachhta Programs :

Swachhta Pakhwara program on Vijayawada Division, South Central Railway is being successfully organized every year in the month of September, after formation of EnHM Department w.e.f. 2nd September 2016.

With active participation of staff, students, NGOs and other stakeholders it further focuses on sustainable cleanliness of stations and it’s surroundings by conducting regular awareness campaigns and cleanliness drive.

‘Shramdaan Pledge’ on ‘Plastic Free environment’ is administered at all Railway stations of Vijayawada Division duly organising a massive rally for awareness of passengers about effects of ‘Single Use Plastic’ on the present environment and the future generations.

 Special attention in COVID-19 Period

As per the instructions of Chairmen RB letter no DD/ 2020/EnHM/08/01 & CRSE Letter number M.EnHM/SBM/14 Dt 12-8-2020 A special cleanliness drive was conducted at all the stations, colonies, work sites, edge of stations, station offices, tracks,  all the railway premises under the control of EnHM/BZA from 10.08.20 t0 16.08.20 in the eve of the Independence day. The concern photos are uploaded at e-drishti website.

On the advice of DRM/BZA, one time disinfection of 55 colonies in BZA division and DRM office building, have been taken up by Engg dept in the first week of Aug’20 with due co-ordination of EnHM/BZA.

Swachhta Pakhwada in 2020 :

In the current year 2020, due to COVID-19 pandemic, the awareness campaigns are organized through webex meetings. Four webex meetings are held during the period of Pakhwara-2020.

All safety norms such as wearing mask, social distancing, use of sanitizer etc. are being ensured in all the activities that are being organized.

In the present pandemic situation, effective periodic cleaning drives are  also being organized frequently for safety at all stations, colonies, trains etc
