The guidelines for appointment of Rail Travellers Service Agents are as under: -
i)No agent need to be appointed in a town where daily reservation workload is less than 250 berths/seats (including waiting list and RAC).
ii)Where daily reservation workload is more than 250 and less than 500, one RTSA should be licensed. Thereafter for every 500 reservation workload per day, one RTSA should be licensed.
iii)In fixing the maximum number of Agents in any financial year, the number of daily reservations in the previous financial year should be taken into consideration. Where daily reservations were 250 or more but less than 500, one agent may be licensed. Where daily reservations exceed 500 berths/seats but were less than 1000, two agents may be licensed. Where daily reservations exceed 1000 berths/seats, but were less than 1500, three agents may be licensed and so on. However, the actual number of agents appointed should depend on the availability of suitable agents and other relevant considerations, which may be recorded by the competent authority, but in no case exceed the maximum possible limit calculated on the above basis.
iv)It should, however, be ensured that the RTSAs are located at different places in the city so as to serve important business centres, offices, educational institutions, big residential areas etc.
v)It may also be ensured that a review of maximum number of RTSAs to be appointed in a city should be carried out every year based on the reservation workload.
Procedure for appointing RTSAs:
Appointment of Rail Travellers Service Agents (RTSAs) is done as per the provisions of RTSA Rules, as amended from time to time.
Selection and appointment of RTSAs will be done by the Divisions since the Reservation offices are directly under the control of Divisional Railway Managers and the composition of committee for selection of RTSAs are decided by the respective Divisional Railway Managers.
The licence will be valid for a period of three years.
The security deposit on furnishing of which the licence shall be issued or renewed shall be Rs.15,000/- in cash and Bank Guarantee for Rs.40,000/. There shall be no accrual of interest on the said deposit. The fees on payment of which the licence shall be issued or renewed shall be Rs.3,000/- and Rs.1,500/- for any additional licence for a Railway in the same station.
The agent shall not charge more than Rs.25 per passenger as service charges for securing reservation in classes other than second classes and Rs.15/- per passenger in the sleeper classes.
The number of identity cards to be issued to RTSA is to be decided by respective divisions, but not exceed five identity cards.
